DCS: 50245/336/423/861113 Date: November 13, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNS-86-22 This preliminary notification contains information of nuclear power plant physical security and/or public interest significance and has been confirmed by the licensee.

HANDGUN DETECTED DURING ACCESS SEARCH At 6:30 a.m., on November 13, 1986, a contractor employee, who possessed unescorted site access, caused an alarm while passing through a metal detector upon entering the site pro-tected area. The individual immediately reported to the access controller that he was carrying a .22 caliber Derringer in his jacket pocket and voluntarily surrendered the handgun. He stated that he had forgotten to remove the weapon from his jacket after returning from a firing range the previous evening. The weapon was found to be loaded with two rounds of ammunition.

Further investigation determined that the individual possessed a valid permit for the weapon and that, on October 25, 1986, he also alarmed a metal detector while entering the site with six rounds of .22 caliber amunition in his jacket pocket. In that instance, he offered the same reason for carrying the rounds and voluntarily surrendered them to the security force.

The licensee also determined that the individual is a gun enthusiast who frequents a local firing range. Review of his background investigation and psychological examination, both of which were completed in September,1986, revealed nothing unfavorable. The licensee has suspended his site access pending further investigation.

Tha NRC was infonned of this matter at about 7:30 a.m., November 13, 1986. This Preliminary Notification is issued for information and is current as of 10:30 a.m. The NRC Resident Inspectors and a Region I Security Specialist will follow the licensee's investigation. The State of Connecticut has been informed.
