Subject:

SHUTDOWN IN EXCESS OF 48 HOURS At 5:30 p.m., January 29, the licensee began a normal shutdown of Millstone 2 to repair a primary to secondary leak of 0.2 gpm in Steam Generator SG-1. The plant is now shut down. A 17-18 day o,utage is expected.

The Technical Specification limit on primary to secondary SG leakage is 0.5 gpm per SG.

This shutdown was prompted by SG tube eddy current test (ECT) review after the leakage was identified. That review (of ECT data obtained in December 1986) identified a tube defcct in a tube that had not been plugged.

The licensee issued a press release describing the event and the planned outage length.

Tha State of Connecticut has been informed.

An ENS call was made at 5:39 p.m., January 29, to inform the NRC about the shutdown, and the resident inspector was informad at that time. Outage activities will be covered by resident and region-based specialist inspection.
