O 16.9-8 GROUNDWATER LEVEL MONITORING SYSTEM COMMITur:NT

a. The groundwater level monitors listed in Table 16.9-6 for the Reactor and Diesel Generator Buildings shall be operable.
b. The Groundwater Alert level for the Reactor Buildings shall te maintained below elevation 731 ft. sacan sea level (MSL) on Unit 1. below 733 ft, on Unit 2.
c. The Groundwater Alert level for the Diesel Generator Buildings shall be maintained below elevation 739 ft. + 2 inches MSL APPLICABILITY: At all time's.

HEMEDIAL ACTION: For Units I and 2

a. 1) With one or more of the Groundwater Monitors listed in Table 16.9-6 inoperable.

restore the Inoperable monitor (s) to operable status within 7 days or provide an alternate method of determining the groundwater level for that monitored area (s).

2) If the Inoperable monitor (s) are not returned to operable status within 7 days, submit a spoolal report to the NRO within 30 days documenting the results of the investigation of the Inoperable monitor (s).
b. 1) With groundwater level for the Reactor and/or Diesel Generator Buildings above their respective Oroundwater Alert levels for a period of 7 days, initiate an i Engineering evaluation to determine the cause, and to provide corrective actions.
2) If the groundwater level is not restored to below the respective Groundwater Alert levels within 7 days, submit a special report to the NRC within 30 days dooumenting the results of the investigation of the increased groundwater level.

TESTING REQUIREMENTS:

a. Eaoh groundwater level monitor instrument / loop for locations listed in Table 16.9-6 shall ,

2 be demonstrated operable at least once per 18 months by the performance of a loop j calibration and operational test.

O The Reactor and Auxiliary Building complex for McGuire incorporates a Q permanent groundwater dewatering system that is designed to preclude groundwater from rising above a structural distress level of elevatic,n l

737 ft. MSL for the Auxiliary Building, or 23 feet below the site grade '

level of 760 ft. MSL.  ;

1 The groundwater drainage system incorporates a grid system beneath the Reactor and Auxiliary Building basemats, 3 sumps in the Auxiliary Building, each with pumps and level alarms, a peripheral exterior drain system and 11 groundwater level nonitors. Originally, McGuire incorporated all 11 level monitors as Tech Spec monitors.

Subsequently, an analysis performed by Design demonstrated that the Reactor and Diesel Generator Buildings were designed to withstand ,

groundwater stresses up to 760 ft. MSL. Therefore, a Tech Spec revision '

was sought and obtained (Amendment Nos. 93 and 74) that removed all but i

5 of the level monitors from the Tech Specs. The other 6 level monitors I were placed in Chapter 16 of the FSAR as selected Licensee Commitments.

These 6 monitors, having locations listed in Table 16.9-6, are to be I retained in administrative procedures for the groundwater monitoring program and utilized as an indication of any localized groundwater increases that may be indicative of increase due to ruptured pipes, etc. . . , and as an indication of a problem with the underground grid system. This commitment was made as part of the justification for relaxing the groundwater monitoring Tech Spec.

(O s Two of the six monitors are the Reactor Buildings. Dey are exterior monitors and their first alarm is in the "fli" alarm at 730 ft. htSL on Unit I and 733' htSL on Unit 2. His ensures an alarm at or below the Groundwater Alert level (731' htSL on Unit I,733' htSL on Unit 2) is reached for the Reactor Building.

He remaining monitors have similar first alarms but are termed " Alert" alarms and should not be confused with " Alert Levels."
