Reference:

1) Letter from M D Wadley, VP Nuclear Generation, Northern States Power Company to USNRC Document Control Desk, dated September 26,1997, Project Plans for USAR Review Project and J Conversion to improved Technical Specifications (ITS)"

It is the understanding of Northern States Power Company (NSP) that the subject license amendment request may be issued in the near future by the NRC. When this license amendment request was originally submitted, NSP requested 90 days for implementation. At that time NSP did not envision that the license amendment 4)g/j would be issued on the eve of "back-to-back" refueling outages concurrent with an USAR upgrade project and an Improved Technical Specification conversion project, Reference 1. Thus, NSP proposes an implementation date of September 1,1999 for this license amendment request which would be approximately 90 days after the Unit 1 1999 outage.

NSP requests that the NRC issue the subject license amendment as soon as practical to resolve some outstanding issues, facilitate the improved Technical Specifications conversion project and reduce the backlog of license amendments.

l However, in the interests of effectively managing implementation of this license

Additionally, NSP proposes to revise License Condition 7 implementation date to match the license amendment as fo: lows: )

7. Relocate current Technical Specification 4.6.A.1.c, Diesel Fuel Oil l Testing, requirements to the Diesel Fuel Oil Testing Program. l Implementation Date: September 1,1999.

A revised Safety Evaluation, Significant Hazards Determination and Environmental Assessment have not been submitted with the changes proposed by this letter since these evaluations, as originally presented in the December 14,1995 submittal, continue to bound the proposed license amendment as modified by this supplement.
