PROPOSED IMPOSITION OF CIVIL PENALTY - $100,000 l

This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of One Hundred Thousand Dollars

($100,000) will be issued on or about June 13, 1988 to Virginia Electric and Power Company. This action is based on a number of violations including:

(1) failure to adequately evaluate the radiation hazards present during work on an incore detector anddetector, (2) inadequate for briefing those involvedprocedures for freeing)the in the work, and (3 failure incoreto )

conduct operations in accordance with approved procedures. The escalation 1 and mitigation factors in the Enforcement Policy were considered and the base civil penalty amount has been increased by 100 percent based on the licensee's lack of proper response and investigation of this matter and the licensee's i past poor performance.

It should b? noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:

Mailing of Notice June 13, 1988 Telephone Notification of Licensee June 13, 1988 The State of Virginia will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be "emitted, nitigated, or imposed by Order.
