I,. DONALD L. HERZBERG, M.D r , being on oath, depose and say as follows:

1. I am a Physician board certified in Diagnostic i Radiology and also Nuclear Medicine, and I am the Director of the division of Nuclear Medicine at the Dartmouth-Hitchcock Medical Center in Hanover, New Hampshire. I have r

taken part in radia, tion accident drills both at the Dartmouth-Hitchcock Medical Center and at the University of Arkansas for Medical Sciences.' I have also served as a Radiologist while on active duty in the United States Air Force.

contaminated. Most individuals in the area of potential radiation exposure will have no way of knowing whether or not they have been contaminated. As a result, in addition to those people actually contaminated reporting to the decontamination facility, it is likely, depending on the magnitude of the radiation accident involved, that an even larger number of noncontaminated people will present to the facility. The only means of determining whether an otherwise uninjured person has been contaminated with radioactivity is to monitor that individual with a radiation detector or survey instrument. Understanding that this is the only means of determining whether or not a person who otherwise appears well has been contaminated, is essential to developing an appropriate emergency response program for radiation release accidents. Nowhere in the material presented by Public Service Company of New Hampshire does this realization seem apparent. As a result, the accident-response program becomes deficient in its inability to i accomodate the number of people that must be expected at the decontamination centers. For example, the DPHS' liaison at l each center is expected to monitor dosimetry records for each of his assistants, to take care of personnel and equipment and supply needs and to maintain communication with a central office in Concord, New Hampshire. Clearly, l

this individual will be overwhelmed should large numbers of l people require evaluation and possible decontamination.

Nowhere in the documents is an idea given of precisely how

many people would be working at each decontamination center.

At our hospital in Hanover, a mock radiation accident involving one or two otherwise uninjured victims requires the attention of five or more personnel. Furthermore, such items as vaccuuming decontamination areas and dealing with contaminated water might be easy for a small number of individuals, but would become progressively more difficult, and eventually impossible for very large numbers of victims.

3. Because of the above statements, it is my opinion that there is no reasonable assurance that adequate procedures and facilities will be available for decontamination of emergency personnel and the general public nor adequate supplies, equipment, and means of waste disposal.
