Washington Public Power Supply System '(WPP35) has requested by letter dated July 9, 1985, 6 change to the Administrative Controls Section of the Technical Specification for their Nuclear Plant No. 2. The proposed change involves a revision to the composition of the Nuclear Safety Assurance Group.

We have reviewed the proposed change and found it ccceptable. Enclosure I contains a brief description of the proposed change and our evaluation.

Enclosure E contains our 9 ALP input in accordance with Office Letter No. 44.

Enclosure 1 WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PLANT NO. 2 TECHNICAL SPECIFICATION CHANGE ADMINISTRATIVE CONTROLS SECTION

Washington Public Power Supply System (WPPSS) has requested by letter dated July 9, 1985, a change to the Technical Specification regarding the Nuclear Safety Assurance Group (NSAG) for their Nuclear Plant No. 2. The NSAG is the term used hy the licensee corresponding to the more generic term Independent Safety Engineering Group (ISEG) used by the staff.

The NSAG is a group of at least five, dedicated, full-time engineers who perform the independent safety reviews. The existing technical specification requires a minimum of three NSAG members to be located on site and two at the home of fice. WPPSS proposes to change this technical specification to require a minin.um of three members on site, and allow flexibility in the assignment of the other NSAG members.

The proposed change meets the acceptance criteria for the Independent Safety Engineering Group of Section 13.4 of NUREG-0800, the Standard Review Plan, and therefore is acceptable.
