01 REPORT 4-95-032; RE: WASHINGTON NUCLEAR POWER 2, ALLEGED FALSE STATEMENTS BY FIRE WATCHES TO NRC INSPECTORS The 'above captioned 01 report involves a concern of two NRC inspectors that craftsmen may have provided false information to the inspectors. The inspectors had questioned the craftsmen concerning who was providing the procedure-required operations. fire watch coverage after they had conducted grinding RIV requested the licensee to provide comments on the potential conflicts between the inspectors' recollection of the relevant conversations -

and the subsequent written statements by the craftsmen. The Region IV reviewed the licensee's response and the RIV Allegation Review Panel advised that no further action was required. The case was assigned a low priority and closed based on 01 pursuing cases of higher priority. From our review of the OI report, (1.\ we see no basis to request that the OI investigation be reopened or th&t the priority of the investigation be changed, and (2) there does not appear to be sufficient evidence of wrongdoing to warrant enforcement action in this case.

I do not intend to request an OGC analysis of this report. OE will consider the matter closed from an enforcement perspective unless we receive a different view within three weeks of the date of this memorandum. Please contact Jim Beall of my staff with any comments.
