. SAFETY EVALUATION REPORT ON INFORMATION RELATED TO POTENTIAL DISCREPANCIES

' Enclosed in our Safety Evaluation Report (SER) concerning the current condition of the WNP-2 facility with respect to the licensee's fire protection program. Specifically, the SER addresses the concerns identified by PSB and Region V (as documented in the memo from D. Kirsch to G. Holahan, dated
- September 8,1986) with respect to the present WMP-2 fire protection program, as it exists at the facility.and is described in the FSAR, through Amendment
- 33. It should be noted that the licensee has submitted a revision to their FSAR in the fonn of Amendment 37, dated August 1986; and the licensee has now made a formal request to the staff to review this FSAR amendment as part of their application for amendment of the fire protection license condition.
The concerns that the staff has had with the current WNP-2 fire protection program, excluding specific consideration of items discussed in Amendment 37, are:
1.
the adequacy of the safe shutdown procedures and method; 2.
the acceptability of repairs to achieve and maintain hot shutdown 1
conditions;
, 3.
compliance with the guidelines of Regulatory Guide 1.68 and as clarified by Regulatory Guide 1.68.2 with respect to testing the ADS-components from the remote shutdown panel; f
4.
the ability to safely withstand fire induced high impedance faults;
'5.
routing of the fire water main under the diesel generator building; i
6.-
the adequacy of the associated circuits review; i
7.
the prevention of a LOCA at high/ low pressure interfaces;

8.
the adequacy of emergency lighting; 9.
compliance with NFPA guidelines as related to fire detectors; and 10.
penetration seals having been installed in approved configurations.

We have received your request for additional assistance related to the adequacy of the fire protection features in the cable spreading room, by memorandum dated December 30, 1986, and will provide a response independent of this evaluation.
This completes our work on TIA 86-54B and TAC Number 62784.
