TRANSMITTAL OF WNP-2 SALP REPORT AND RECOMMENDATIONS REGARDING NRC ACTIONS The WNP-2 SALP Report for the period February 1,1985 through January 31, 1986 is forwarded herewith for your review. The SALP Board rated the licensee's performance Category 1 in one area (Outages) and Category 2 in all other areas except Fire Protection, which was rated a Category 3.

A proposed SALP forwarding letter is also enclosed for your review. The Board does not recommend a meeting with the licensee to discuss the results of the SALP review. The report will be transmitted to the licensee following your review.

Overall, the Board found the licensee's performance to be acceptable and directed toward safe facility operation. Strengths noted by the Board included outage management, facility staffing, and management involvement in problem resolution.

Activities identified by the SALP Board as needing improvement included procedural adequacy; control room log detail; operator attentiveness and aggressiveness in pursuing indications of abnormal plant conditions; maintenance and test equipment programs; the fire protection program; and the scope, detail and scheduling of license amendment requests.

Recommendations regarding actions to be taken by the licensee are included in each pertinent section of the enclosed SALP Report. In addition to following up on recommended licensee actions, the SALP Board recommends NRC actions in the following functional areas (in addition to or in conjunction with performance of the MC 2515 Basic Program):

Maintenance. Provide additional inspection in areas of plant area restoration after maintenance and monitor licensee actions to improve control of tools and measurement and test equipment, using Module 35750, QA Program Measuring and Test Equipment and Module 62702, Maintenance Program.

Operations. Using module 90712, in office review of event reports, LERs involving personnel error will be more closely reviewed to ensure improved quality of details and to verify that the details provided adequately address root causes and corrective measures (as recommended in the AEOD report).

Fire Protection. As a result of the Appendix R Audit, NRR is conducting a complete detailed review of the WNP-2 Appendix R Safe Shutdown Program.

j The original approved program is different than the program actually used

', by the licensee. In addition, during the Spring 1986 outage, a large

number of plant modifications were incorporated to meet Appendix R.-

} -These reviews and modifications will result in a number of significant i procedure, program, and plant hardware configuration changes from.those inspected in the March 1986 Audit. In March 1986 the inspection team was j unable to conclude that the licensee ~ complied with Appendix R. A repeat f inspection is therefore needed to verify compliance, using the BNL j consultants supplied by I&E headquarters.

i j Licensee management has also been ineffective in implementing the rest of

the fire protection program in areas such as controlling combustibles j and following up audit findings in the fire protection area.

. As a result of the above, the following changes in the fire protection j

inspection program are recommended.

1. A repeat Appendix R team inspection in FY 87 (December 86-May 87 j time frame).

! 2. Perform Module 30702, Audit Program, as it applies to fire protection, to more fully assess the licensee's performance in this area. '

l 3. Perform Module 64704 in two parts: (1) one inspection shortly after startup from the Spring 1987 outage to closely monitor program  ;

} implementation effectiveness, and (2) another inspection performed

, Examine closely the implementation of the corrective actions

! identified by the licensee in the April 15, 1986 enforcement conference and the subsequent response to the Notice of Violation.

Outages. During this SALP period the licensee had one major outage, j This outage did not involve refueling and was the first major outage

, the licensee has had since commercial operation' started. Although 4 the licensee was rated Category 1 in this area, based on performance

during this outage and a number of outages of shorter duration, it is i recommended that the normal inspection program be maintained due to the i' relative lack of licensee experience in this area.
