OBSERVATION OF INPO ACCREDITATION TEM VISIT AT WNP-2 t

Introduction During the week of December 2-6,1985, I observed a team composed of seven

,' INPO staff members and two industry peer evaluators (Enclosure 1) during

- the conduct of a site visit to evaluate three training programs at the Washington Public Power Supply System's WNP-2 Nuclear Generating Station. .

The following training programs, the first of those submitted by the

  • Supply System for accreditation by the National Nuclear Accrediting Board.

. were evaluated.

(1) Licensed Operator Training (2) Senior Licensed Operator /Shif t Supervisor Training (3) Non-Licensed Operator Training 1 This evaluation was conducted according to INPO 85-002, "Criteria for the Accreditation of Training in the Nuclear Industry", dated January 1985.

' - - - The Accreditation process

. The accreditation process at WNP-2 was essentially the same as described in

- prior NRC staff reports of accompaniment of INPO accreditation evaluation team visits.

i. The NRC staff Accreditation Team Observation Protocol was used as guidance during the current INPO accompaniment. The protocol with accompanytng checklists are consistent with the five essential elements of training as 4 they appear in the "Consission Policy Statement on Training and Qualification l 4

. of Nuclear Power Plant Personnel", dated March 14. 1985.

i i . No significant concerns were identified in observing the conduct of the INPO [

!' evaluation process at WNP-2. A particular observation was that members of i the INP0 evaluation team were exceptionally thorough in seeking out documentation

,: attesting to the utility's effectiveness in the development and implementation l

, of the training pregrams being evaluated. Substantial attention was devoted j -

to assessing the participation of user organizations such as plant operations

. in the developmental and implementation phases of the training programs. l as well as feedback mechanisms .for assessing the effectiveness and improvements

necessary as implementation progressed.

The INP0 evaluation team practica during the current visit was to communicate

, j frequently with WNP-2 training department management as concerns arose ,

4 . during the course of the evaluation visit. At the end of each day a debriefing i} was held among the INPO evaluators. Potential concerns were identified during

{J these debriefing sessions, and were in turn discussed with imp-2 training j management at the connencement of the following day. This practice appeared

effective in surfacing concerns during the course of the evaluation visit
j. j and comunicating such concerns to utility training management in a timely manner for their attention and response. The extent to which concerns which
} surfaced were pursued to either resolution during the period of the onsite '

1 visit or carried forward for inclusion as appropriate in the INP0 report of 4 .:... their evaluation was a particularly significant observation.

l The Supply System'd attitude and comitment to a systematic approach to training i'

. were readily apparent throughout the INP0 evaluation visit. Of particular 2

note in this regard was the presence of the Chief Executive Officer on the first day of the INP0 visit to personally convey the utility's connitment

!1 to, and the importance of, training programs for nuclear plant personnel.

I q The Supply Syster's goal of self-sufficiency in training, independent of 4j contractor support, further supports an apparent strong comitment toward i training.
