ANSWERS TO STATE OF NEW HAMPSHIRE'S FIRST SET OF INTERROGATORIES BY THE TOWN OF SO HAMPTON NOW COMES the Town of South Hampton and answers the Interrogatories directed to it by the State of New Hampshire as follows:

GENERAL INTERROGATORIES G-1 2, 6 and 8.

G-2 (1) Wayne Theriault. Mr. Theriault is a high school graduate, and a certified police officer.

(2) John Gamble. Mr. Gamble is a contractor / carpenter.

(3) Walter Shivik. Mr. Shivik is a self-employed mechanical engineer, with a Bachelor of Science and Master Degree. He is a registered professional engineer in New Hampshire.

(4) Fred Anderson. Mr. Anderson is a computer consultant.

G-3 Wayne Theciault will testify on the people needed to carry out the 24-hour continuous response capability. John Camble will testify on the Town's volunteer fire department, and the capability of the fire station. Walter Shivik will testify on Town Hall limitations to serve as EOC, and the Town's official position concerning emergency planning.

INTERROGATORIES RELATED TO SPECIFIC CONTENTIONS  !

South Hampton 1.1 Fireman, Civil Defense Officer, Road Agent, Town Clerk, Road Plowing Contractor, and Board of Selectmen.

1.2 Each person and/or organization should enter into a binding agreement to provide the means and measures to assure the public safety in the event of a radiological em ergency. Each volunteer having a response function should commit to perform the necessary function, and confirm that he or it has the training, equipment, and ability to do so, and will maintain his or its capability throughout the operating life of the Seabrook plant. The documents in support of this response are NUREG-0654. See also the New Hampshire RERP for South Hu.ipton, 53.

1.3 We are aware of no letters of agreement rirrently in effect between the Town of South Hampton and any local emergency response agencies. There may be a mutual aid agreement, for fire protection, with Amesbury, Massachusetts. There is no assurance that such an agreement will cover a radiological emergency.

2.1 See answer to Applicant's Interrogatory XXXI-2, previously furnished to the State.

2.2 The Town of South Hampton does not have enough people to carry out these activities. We have one Road Agent, one part-time Police Officer (Chief). There are no documents in support of this response. The total police department budget is $12,000 per annum. In any given situation, only a portion of the volunteer fire and police personnel on roster are avaiable to respond.

2.3 For a typical emergency, such as a fire, maybe eight to ten people will show up. The Town believes it needs 20 people to carry out its RERP functions.

There are no documents pertinent to this Interrogatory. We believe we would need 20 people for this function, plus 8 full-time Police Officers. See response to Applicant Interrogatory XXXI-4.

6.1 This Interrogatory assumes there is a South Hampton EOC. There is no South Hampton EOC, and therefore no issue of "improvemeits" arises. See also response to Applicant Interrogatory XXXIII-2.

6.2 South Hampton would need a complete EOC, including communications facilities, back-up power facilities, and adequate staffing.

6.3 South Hampton has passed a vote at Town Meeting, prohibiting the implementation of any RERP without prior approval of the Town Meeting. In light of this vote, which Town officials intend to comply with, at this time, South Hampton does not intend to proceed with providing an EOC. The relevant document would be the Town Vote.

8.1 We are not aware of the number of mobility impaired individuals and transport dependent in the Town of South Hampton. We are aware that such individuals do exist.

2 8.2 We believe a special needs van should be provided, dedicated to South Hampton'c own use, since our town police cruiser may be needed in town in the event of an emergency.

" 8.3 Yes, the Town of South Hampton does antend that the estimates in the NHRERP for the non-auto owning population is wrong because it fails to take into account the population of the Tewksberry Pond Campground. We would add that many of those residing in the campground during the summer are without trareportation, since the wage earner may be at his or her place of employment with the only available transportation for the family unit.

8.4 We have not made a detailed survey, but it appears that some sort of busing would be required.
