NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50-454; 50-455 Byron Station Units 1 and 2 License Nos. NPF-37; NPF-66 i

As a result of the inspection conducted from May 17 through June 30, 1988, and in accordance with the "General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2 Appendix C (1987), the following violation was identified-l Techhical Specification'6.3.1.h requires that written procedures be established, implemented, and maintained for activities involving the Fire Protection Program.

Contrary to the above, the licensee failed to establish and implement adequate procedures for the Fire Protection Program as demonstrated by the following examples:

a. Prior to April 16, 1987, monthly Surveillance Procedure OBOS 7.10.3.1-1 for C0 system valve position verification did not require verification of the2turbine building and river screen house C0 tanks' vapor pilot valve: as necessary to ensure CO system operabil$ty.

b. Prior to April 16, 1987, System Valve Lineup Procedures B0P C0-M1 and 80P CO-M2 did not include lining up the CO tanks' vapor pilot valves as necessary to ensure CO system operability.2 2

This is a Severity Level IV violatio.7 (Supplement I). (454/88009-01(DRS);

The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required, and we have no further questions regarding this matter. -

Contrary to the above, the licensee failed to establish and implement adequate procedures for the Fire Prctection Program as demonstrated by the following examples:

a~ Prior to April 16, 1987, monthly Surveillence Procedure OBOS 7.10.3.1-1 for C02 system valve position verification did not require verification of the turbine building and river screen house CO, tanks' vapor pilot valves as necessary to ensure CO 2 system operability.

b. Prior to April 16, 1987, System Valve Lineup Procedures B0P CO-M1 and 70P CO-M2 did not include lining up thd CO 2 tanks' vapor pilot valves as nacessary to ensure CO 2 system operability This is a Severit 455/88009-01(DRS)y ) Level IV violation / Supplement I). (454/88009-01(DRS);
