-5.2 ORGANIZATION.

-FACILITY STAFF 5.2.1 U

a. Each .on duty _ shift shall be composed of at least the minimum composition shown in Table 5.2-1. ))

b. _ At least'cne licensed Senior Operator who is assigned responsibility for overall plant operation shall be on site when fuel is in the reactor,

c. At least two licensed Operators,-_ one of which must be a licensed

. Senior Reactor Operator, shall be present in the control room whenever the plant is in an operational mode other than cold shutdown or lower condition.

d. An individual qualified in radiation protection procedures shall be on site when fucl is in the reactor.

e. ALL CORE ALTERATIONS shall be directly supervised by either a licensed Senior Rector Operator or licensed Senior Reactor

- Operator Limited to Fuel Handling who has no other concurrent responsibilities curing this operation.

f. A fire brigade of at least 5 members shall be maintained on site at all times. This excludes the two menbers of the shift crew necessary for the safe shutdown of the plant and any personnel required for other essential functions during a fire emergency.

g. A Shift Technical Advisor, or s combined Senior Reactor Operator / ))

Shift Technical Advisor (SRO/STA) shall be available on-site ))

whenever the plant-is in the Transthermal (Condition 4) or Higher- ))

Operating Condition (Condition 5, 6 or 7). A licensed Senior ))

Reactor Operator (SRO) from the minimum operating shift crew, or ))

any other SRO, who meets 'the qualification requirements for an ))

SRO/STA, may fullfill the SRO/STA function. ))

h. M AINE YANKEE OTOMIC POWEQ COMPANY 5.3 FACILITY STAFF QUALIFICATIONS 5.3.1 Each member of the facility staff mentioned below shall. meet or exceed the corresponding minimum qualifications.

a. Shift Technical Advisor:

Has completed Shift Technical Advisor training and has one of the following:

1. Bachelor's degree in engineering. ))

2. Bachelor's degree in either engineering technology or ))

a physical science, including course work in the ))

physical, mathematical, or engineering sciences. ))

Acceptable majors include physics, chemistry, mathematics, ))

and engineering physics. ))

3. Professional Engineer's license obtained by the ))

successful completion of the PE examination. ))

b. Combined Senior Reactor Operator / Shift Technical Advisor ))

(SRO/STA): ))

1. Meets the STA requirements in (a) above and is ))

licensed as a Senior Reactor Operator. ))

c. Technicians: ))

1. Two ' years experience applicable to their specialty, or

2. Two years of related academic training in engineering or science and one year experience applicable to their specialty and successful completion of a qualification program applicable to their specialty.

d. Remaining Facility Staff Members: ))

Regulatory Guide 1.8 - September 1975 for comparable positions.

h M AINE YANKEE ATOMIC POWER COMPANY PROCEDtRES 5.8.1 Written procedures shall be established, implemented and maintained covering the activities referenced below:

a. The applicable procec12res recommended in Appendix "A" of Regulatory Guide 1.33, November,1972.

b. Refueling operations.

c. Surveillance and test activities of safety related equipment.

d. Security Plan implementation.

e. Emergency Plan implementation.

f. Fire Protection Program implementation.

))

5.8.2 Each procedure of 5.8.1 above, and changes thereto, shall be reviewed by the PORC and approved by the Plant Manager prior to implementation .

and reviewed periodically as set forth in administrative procedures.

5.8.3 Temporary changes to procedures of 5.8.1 above may be made provided:

a. The intent of the original procedures is not altered.

b. The change is approved by two members of the plant management staff, at least one who holds a Senior Reactor Operator's License.

C. The change is documented, reviewed by the PORC and approved by the Plant Manager within 14 days of implementation.

5.8.4 Administrative procedures shall bc established to limit the working ))

hours of plant staff who perform safety-related functions, ))

specifically, licensed senior operators, licensed operators, auxiliary ))

operators, radiological controls technicians, and key maintenance ))

personnel. ))

The procedures will' require the following guidelines to be used in the ))

event that unforseen problems require substantial amounts of overtime ))-

to be used, or during extended periods of shutdown for refueling, major ))

maintenance or major plant modifications, on a temporary basis. ))

1. An individual should not be permitted to work more than 16 ))

continuous hours, excluding shift turnover time; ))

2. An indivickjal should not be permitted to work more than 16 ))

hours in any 24-hour period, nor more than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> in any ))

4. Except ckJring extended shutdown periods, the use of overtime ))

should be considered on an individual basis and not for the ))

entire staff on a shift. ))

The procedures will require that any deviation from the above ))

guidelines be authorized by the Plant Manager or his designee, ))

or higher levels of management. ))
