52 QRGANIZATl0ff 5.2.1 Onsite and Offsite Organization

An onsite and an offsite organization shall be established for unit
]
operation and corporate management. The onsite and offsite
]
organization shall include the positions for activities affecting
]
the safety of the nuclear power plant.
]
a.
Lines of authority, responsibility and communication shall be
]
established and defined from the highest management levels
]
through intermediate levels to and including all operating
]
1 organization functions.
Those relationships shall be documented
)
and updated, as appropriate, in the form of organizational charts.
]
These organizational charts will be documented in the FSAR.
]
b.
The President shall have corporate responsibility for overall
]
plant nuclear safety and take prudent measures to ensure
]
acceptable performance of the staff in operating, maintaining,
)
and providing technical support to the plant to maintain
]
safe operation.
]

c.
The Plant Manager shall have direct responsibility for overall unit
]
safe operation and shall have control over those onsite resources
]
necessary for safe operation and maintenance of the plant.
]
d.
The individuals who train the operating staff and those who carry
]
out radiation protection and quality assurance functions shall have
]
sufficient organizational freedom to ensure their independence from
]
direct operating responsibilities.
]
5.2.2 Eard1Ltv Staff a.
Each on duty shift shall be composed of at least the minimum shif t crew composition shown in Table 5.2-1.

An individual qualified in radiation protection procedures shall be on site when fuel is in the reactor.
e.
A'1 CORE ALTERATIONS shall be directly supervised by either a licensed Senior Reactor Operator or licensed Senior Reactor Operator Limited to Fuel Handling who has no other concurrent responsibilities during this operation.
f.
A fire brigade of at least 5 members shall be maintained on site at all times.
This excludes the two members of the shift crew necessary for the safe shutdown of the plant and any personnel required for other essential functions during a fire emergency.
g.
A Shift Technical Advisor, or a combined Senior Reactor Operator / Shift Technical Advisor (SRO/STA) shall be available on site whenever the plant is in the Transthermal (Condition 4) or Higher Operating Condition (Condition 5, 6 or 7). A licensed Senior Reactor Operator (SRO) from the minimum operating shift crew, or any other SRO, who meets the qualification requirements for an SRO/STA, may fulfill the SR0/STA function.
