!L2 ORGANIZATION 5.2.1 Onsite and Offsite Oraanization )

An onsite and an offsite organization shall be established for unit operation and corporate management. The onsite and offsite organization shall include the positions for activities affecting the safety of the nuclear power plant.

a. Lines of authority, responsibility and communication shall be established and defined from the highest management levels through intermediate levels to and including all operating organization funct'ons. Those relationships shall be documented and updated, as appropriate, in the fonn of organizational charts. These organizational charts w'll be documented in the FSAR.
b. The President shall have corporate responsibility for overall plant nuclear safety and take prudent measures to ensure acceptaole performance of the staff in operating, maintaining, and providing technical support to the plant to maintain safe operation.
c. The Plant Manager shall have direct responsibility for overall unit safe operation and shall have control over those ensite resources necessary for safe operation and maintenance of the plant.

5.2.2 Facility Staff

5.8.3 Each procedure of 5.8.2 above, and changes thereto, shall be reviewed by the PORC and approved by the plant manager prior to implementation and reviewed periodically as set forth in administrative procedures.

5.8.4 Temporary changes to procedures of 5.8.2 above may be made provided:

a. The intent of the original procedure is not altered.

I b. The change is approved by two members of the plant staff, at least one of whom is a Shift Manager.

c. The change is documented, reviewed by the PORC and approved by the plant manager within 14 days of implementation,
d. Changes to the PCP:
1) Shall be documented and records of reviews performed shall be retained as required by Sepcification 5.10.1.0. This documentation ,

shall contain:

a) Sufficient information to support the change together with the appropriate analyses or evaluations justifying the change (s) and b) A determination that the change will maintain the overall conformance of the solidified -waste product to existing requirements of Federal. State, or other applicable regulati;ns.

2) Shall become effective after review and acceptance by the PORC and

'.he approval of the plant manager.

e. Changes to the 00CM:
1) Shall be documented and records of reviews performed shall be retained as required by Specification 5.10.2.0. This documentation

.shall contain:

a) Sufficient information to support the change together with the appropriate analyses or evaluations justifying the change (s) and

. b) A determination that the change will maintain the level of radioactive effluent control required by 10 CFR 20.106, 40 CFR Part 190, 10 CFR 50.36a, and Appendix 1 to 10 CFR Part 50 and not adversely impact the accuracy or reliability of effluent, dose, or setpoint calculations.

2) Shall become effective after review and acceptance by the PORC and the approval of the plant manager.
3) Shall be submitted to the Commission in the form of a complete, legible copy of the entire ODCM as a part of or concurrent with the Annual Radioactive Effluent Release Report for the period of the report in which any change to the ODCM was made. Each change shall be identified by markings in the margin of the affected pages, clearly indicating the area of the page that was changed, and shall indicate the date (e.g., month / year) the change was implemented.

5.8.5 Administrative procedures shall be established to limit the working hours of .

plant staff who perform functions important to the safe storage of irradiated g l l fuel assemblies (i.e., certified fuel handlers, radiological controls j technicians, and non-certified operators, and key maintenance personnel.)

The procedures will require the following guidelines to be used in the event that unforeseen problems require substantial amounts of overtime to be used l or during major maintenance, or major plant modifications, on a temporary basis.

1. An individual should not be permitted to work more than 16 continuous hours, excluding shift turnover time;
2. The procedures will require that any deviation from the above guidelines be authorized by the plant manager or his designee, or higher levels of management.
