SUBJECT:

CATEGORICAL EXCLUSION FOR REQUEST DATED AUGUST 16, 1988 AND SUPPLEMENTS DATED AUGUST 19 AND AUGUST 23, 1988 Dy letter dated August 16, 1988 and supplements, dated August 19 and August 23, 1988. Combustion Engineering requested an amendment to License No. SNM-1067 to increase the weight percent of enriched uranium that can be processed. The proposed increase ray affect changes in procedures but will not change the type of effluents. While there will not be an increase in the amount of effluent, there could be an increase in the total curie content of the effluent due to the higher spacific activity of the uranium. However, CE is limited to 18 micro-curies per quarter; this limit is not being increased. The proposed action is not expected to cause any significant impact nor will there be any adverse effect o1 the public health and safety or the environment. Accordingly, the staff concluded that the following conditions have been met:

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite.
2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and 4 There is no significant increase in the potential for or consequences from radiological accidents.

Therefore,inaccordancewith10CFR51.22(c)(11),neitheranEnvironmental Assessment nor an Environtrental Impact Statement is warranted for this proposed action.
