SUBJECT:

CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED SEPTEMBER 23, 1985 By letter dated September 23, 1985, Combustion Engineering, Inc. (CE) requested an amendment to Special Nuclear Materials License No. SNM-1067 to reflect change in the administration of the monthly audits of their criticality safety program at their fuel fabrication facility in Windsor, Connecticut. The change is being made to allow the Manager of Nuclear Licensing, Safety, Accountability, and Security, as well as the Nuclear Criticality Specialist, to conduct monthly audits of CE's criticality safety program. Based on review of CE's proposed action, the NRC staff has determined that the requested change in the adminis-tration of the monthly audits will not compromise the effectiveness of CE's criticality safety program. Accordingly, the staff has concluded that the following conditions have been met.

i 1. There is no significant change in the type or significant increase in the amounts of any effluents that may be released offsite,

2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed i

action.
