SUBJECT:

REVIEW 0F LICENSE APPLICATION DATED MAY 16, 1985, AND ITS SUPPLEMENT DATED JULY 25, 1985 BACKGROUND Combustion Engineering, Inc. (CE) by application dated May 16, 1985, requested authorization to replace the air filtration system for the pellet grinding / rod loading area in the Building 17 pellet shop. In a supplement dated July 25, 1985. CE completed part of its proposed license conditions section by submitting a corrected page change.

DISCUSSION A. Radiation Safety The present filter system (installed in 1968) in the pellet grinding / rod loading area in the Building 17 pellet shop.is a single bank of 21 absolute filters having a capacity of 19,422 CFM. CE desires to replace it with a double bank of 16 absolute filters having a capacity of 17,500 CFM. Both systems incorporate prefilters. The new system will meet all the requirements of the SNM-1067 license. Since there is no change requested in the operations or the radiation safety controls, the health and safety of the public, facility personnel, and the environment are protected.

B. Nuclear Criticality Safety Since there is no change requested in the facility operations or in the nuclear criticality controls, there will be no change in the nuclear criticality safety of the operations.

C. Environmental protection There is no requested change to the environmental protection requirements of the facilities. None are required since the facility operations remain the same and the requirements of 10 CFR 20, Appendix B, for air being discharged 8508050523 e50725 PDR ADOCK 07001100 C PDR

neither an Environmental Assessment nor an Environmental Impact Statement is necessary for the proposed action.

D. General The amendment application dated May 16, 1985, and its supplement dated July 25, 1985, were discussed with Mr. Jerome Roth, Region I Inspector, of the facility on July 25, 1985. He foresaw no safety or environmental problem with the requested authorization.
