CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED JUNE 22, 1990 By letter dated June 22, 1990, CE requested an amendment to License No. SNM-1067 l
to authorize modification of the ventilation system in the Nuclear Fuel Manufacturing Facility.
CE's license requires that ventilation be provided by I
four separate systems which provide a negative differential between the pellet processing facility and.the surrounding _ work areas. As part of CE's redeployment program, CE has removed powder handling and pellet production
-1 operations and associated equipment and is installing a new fuel rod fabrication process. These changes require modification of the ventilation system. 'The modified system will maintain the negative pressure differential. CE is not authorized to operate the new fuel rod fabrication process. The modification in ventilation. equipment will not adversely effect the public health and i safety or the environment. The staff has determined that the following i
conditions have been met.
I 1.
There is no significant change in the type or significant increase in the-amount of any effluents that may be released offsite, 2.
There is no significant increase in individual or cumulative occupational radiation exposure, L
i 3.
There is no significant construction i:apact, and 4.
There is no significant increase in the potential for or consequences-l from radiological accidents.
Therefore,-in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed l
action.
