SUBJECT:

CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED NOVEMBER 30, 1984 By letter dated November 30, 1984, Combustion Engineering, Inc. (CE), requested a license amendment authorizing the possession, packaging, and disposal of residues containing >20 percent enriched U-235. At the present time, the authorized activities at CE are related to <20 percent enriched U-235 materials. Several times in the past, CE has found small quantities of >20 percent U-235 enriched materials on the premises from programs that were authorized years ago but are no longer part of currently authorized activities. This amendment is requested so they will not be out-of-compliance should they find additional enriched

! residues generated, but not presently known to be on hand, in the conduct of

! former activities. The procedures for handling and disposing of the residues will be in accordance with the present license conditions and regulations.

There will be no significant increase in their possession limit or in the quantity of effluents released from the site. Accordingly, the staff has concluded that the following conditions have been met:

1. There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,
2. There is no significant increase in the individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences from radiological accidents.

1 Therefore, in accordance with.10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
