e ENCLOSURE 1 NOTICE OF VIOLATION Florida Power Corporation Docket No. 50-302 Crystal River Unit 3 License No. DPR-72 The following violation was identified during an inspection conducted on January 18 - February 7, 1986. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 Chi 50,. Appendix B, Criterion II requires that activities affecting quality be accomplished under controlled conditions.

The licensee's ,Jality Program, paragraph 1.7.1.2, s;ecifies compliance with 10 CFR 50, App 1 dix B and the ANSI Standards listed in Table 1-3. Table 1-3 commits to Regulatory Guide 1.33 (1978) which endorses ANSI Standard N18.7 -

1976.

ANSI Standard N18.7 - 1976, paragraph' 5.2.7, requires that maintenance which may affect the functioning of safety related structures, systems or components shall be performed in a manner to ensure that quality is at least equivalent to that specified in the original dacign basis and requirements, material spectf1 cations, and inspection requirements.

Co itrary to the above, as of October 8,1985, work has been performed on a safety related electrical panel (the Colt Diesel Generator Control Panel, EGCP-1A) which has not been classified as safety related work and which resulted in inadequate inspections of the maintenance performed on this panel. In addition, this work did not verify the adequacy of replacement parts used in this maintenance.

This is a Severity Level IV violation (Supplement I).

Pursuant to 10 CFR 2.201, you are required to submit to this office a written statement or explanation in reply, including: (1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the cor-rective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. - -~

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required- by 10 CFR 2.790(d) or 10 CFR 73.21.
