i This Annual Radioactive Material Release Report is for the period ofJanuary 1,1996, through ,

j December 31,1996.

i There were no radioactive liquid effluent releases from the Duane Arnold Energy Center during j this report period. -

i Gaseous effluent releases were continuous for the period and resulted in a small fiiction of the 10 l CFR 20 site Wadary concentration limits and the 10 CFR 50, Appendix I dose requirements.

l There were no abnormal releases of radioactive material to the environment.

i j A total of sixteen (16) solid radioactive waste shipments were made during 1996. Twelve (12)

shipments were of spent resin only in high integrity containers (HICs). Two (2) shipments were a mixture of resin and aqueous mechanical 61ters in a HIC. All fourteen (14) of the HIC shipments
were sent directly for burial to Barnwell, South Carolina. The two (2) shipments of Dry Active l Waste were sent to Sciercific EcoloFy Group (SEG) for processing end volume reduction at Oak j Ridge, Tennessee prior to burial at Barnwell, South Carolina. ,

Changes made to the CKsite Dose Assessment Manual (ODAM) are described on page 28.

I Revision 9, impiemented in 1996, is attached.

Per ODAM 6.2.1.1.b, the following informa. tion is supplied because the Offgas Stack primary

exhaust flow monitor was out of service for greater than 30 days. On June 29,1996 at approximately 2300 hours0.0266 days <br />0.639 hours <br />0.0038 weeks <br />8.7515e-4 months <br /> the Offgas Stack radiation monitor was struck by lighting. This caused j a failure of both the KAMAN monitor process and sample flow instrumentation. The primary KAMAN radiation monitor was declared inoperable and two Maintenance Action Requests j (MARS) were written (A33145 - Process flow & A32792 - Sample flow). Additionally the j backup GE radiation monitor was placed into service to continually monitor the Offgas Stack j release point. Once the KAMAN monitor was repaired and calibrated it was restored to service monitoring the Offgas Stack release point.

SUMMARY

OF METEOROLOGICAL DATA The following pages are a summation of meteorological data accumulated during the calendar year 1996 by the MIDAS (Meteorological Information and Dose Assessment System) at the Duane Arnold Energy Center. Each table includes wind speed, wind direction, and stability class at the specified sensor height (33 feet or 156 feet). A summary table of all stability classes at each height is also included.

Data recovery for atmospheric stability, wind speed, and wind direction was greater than 96% at both 33 feet and 156 feet.

OF CHANGES TO THE OFFSITE DOSE ASSESSMENT MANUAL One revision to the Offsite Dose Assessment Manual (ODAM) was implemented in 1996. This revision (Rev. 9) was implemented on 12-05-96 A detailed list of changes to the ODAM is included below.

Channel Functional Test was changed from "Q" (at least once per 92 days) to "P" (prior to each release). This was identified as an action per AR960317.01 as an unnecessary burden for maintenance. The removal from routine surveillance alleviates the need to either run the devices or maintain the devices except for use during a release. The pathway that is monitored by this instrumentation is locked shut, and plant policy is to not release radioactive liquids.

These changes will not change the level of radioactive effluent control required by 10 CFR 20.1302, 40 CFR 190,10 CFR 50.36a, or the Appendix I to 10 CFR 50, and will not adversely affect the accuracy or reliablity of effluent dose or setpoint calculations.
