i ENCLOSURE NOTICE OF VIOLATION

. Florida Power Company Docket No. 50-302 Crystal River License No. DPR-72 The fo11'owing violation was identified during an inspection conducted on April 8-12,1985. The . Severity' Level was assigned in accordance with the NRC Enforcement Policy'(10 CFR Part 2, Appendix C).

-10 CFR 50, Appendix B, Criterion XVII, as implemented by Final Safety _ Analysis:

-Report (FSAR) Section 1.7.17,' requires that sufficient records 'be maintained to furnish evidence of. activities affecting quality. The inspector or data recorder is required to.be identified on test records.

Contrary to this requirement, quality records documenting visual inspection of 60 inaccessible snubber completed in early 1984 were not sufficient in

'that:

a. Dates of inspections were not recorded on the records.
b. The identity of the inspectors or data recorders were not. indicated
. on the records.

This .is . Severity Level V Violation (Supplement I).

L Pursuant to 10 CFR 2.201, you are required to submit to this office within 30

-days. of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violation; (2)_ the reasons.

for the violation if admitted;-(3) the corrective steps which have been taken

! and the results ~ achieved; (4) corrective steps which will be taken to. avoid

-further violations; and (5) the date when full compliance will be achieved.

Security. or safeguards information should. bei submitted as an enclosure to facil-itate withholding it from public disclosure Jas required by 10 CFR 2.790(d) or -

p 10 CFR 73.21.
