NOTICE OF VIOLATION.

Northern States Power Company Docket Nos. 50-282, 50-306-Prairie Island Nuclear Generating Plant License Nos. DPR-42, DPR-60 During an NRC inspection conducted on' November 9, 1992, through January 4,1993, two violations of NRC requiraments were identified, in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violations are listed below:

A. Technical Specification 3.14.G., "fenetration Fire Barriers." requires in Specification 3.14.G.I. that all penetration fire barriers in fire area boundaries protecting equipment required to be operable shall'be operable (except as specified in Specification 3.14 G.2). The east and west walls of the control room are fire area boundaries, and from November 29, 1992, until December 20, 1992, were protecting equipment required to be operable. The fire doors in the east and west walls of the control room are penetration fire barriers and were therefore required to be operable from November 29, 1992, until December 20, 1992.

When normally closed fire doors are blocked open they are ' inoperable.

The fire doors in the east and west walls of the control room were blocked open from November 29, 1992, until December 20, 1992, and were therefore inoperable during that period.

Specification 3.14.G.2.b) requires ' that if. Specification 3.14.G 1 cannot be met within one hour then the licensee must verify the operability of-the fire detectors on at least one side of the inoperable barrier and establish an hourly firc watch.

Contrary to the above, an hourly fire watch was not established within one hour from the time the penetration fire barriers were made inoperable on November 29, 1992, This is a Severity Level V violation (Supplement I).

B. The~ Licensee Event Report rule (10 CFR 50.73) requires in paragraph 50.73(a)(2)(i) that licensees report any operation or condition

-prohibited-by-the plant's Technical Specifications:(TS)'within thirty days af ter discovery of the operation or condition ~ (event). The two fire doors between the control room and the records room, and~ the control room and the' study area were blocked open-from November._29, 1992, until December 20, 1992. Having two control room fire doors open without establishing an hourly fire watch within one _ hour -of opening the doors was a condition prohibited by the plant's TS. ' Discovery of the event .and establishing an hourly fire watch occurred on December- 4,-

1992. The thirtieth day after the discovery of the event was January 3, 1993, but since that was a Sunday, the report was allowed to be mailed on the next working day, January-4, 1993.

Notice of Violation- 2-Contrary to_ the above, as of January 4,- 1993, the' licensee had not reported that the two control room fire doors had been open without establishing an hourly fire watch within one hour.

This is a Severity Level V Violation (Supplement 1).

With respect to item A, the inspection showed that actions had been taken to correct the identified violation and to prevent _ recurrence. Consequently, no reply to the violation is required, and we have no further questions regarding this matter. With respect to Item B, pursuant' to the provisions 'of 10-CfR 2.201, Northern States Power Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN:

and a copy to the NRC Resident inspector at the Prairie Island Nuclear Generating Plant, within 30 days of the date'of the letter transmitting- this Notice of Violation (Notico). This reply should be clearly marked as a " Reply 1 to a Notice of Violation" and should include: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the'results achieved, (3)-the __

corrective steps that 'will' be taken to avoid- further violations, and (4) the -

date when full compliance will be achieved. .lf an adequate reply is-not received within'the time specified in this Notice, an order or a demand for-information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper.should not be taken.
