Dear Mr. Antonyi

This refers to the routine safety inspection conducted by-Messrs. M. Dapas,

D. Kosloff, and others of this office from November 9,1992,- through-

January 4,1993, of activities at the Prairie Island Nuclear Generating' Plant,

Units 1 and 2,_ authorized by NRC Operating Licenses No. DPR _42 and No.;DPR-60c

and to- the discussion of our findings with Mr. M. D.: Wadley :and other members

of your~ staff at' the conclusion of the inspection. .

The enclosed copy of.our -inspection report identifies areas. ' examined during.; ,

the inspection. Within these areas, the inspection consisted of aiselective s

examination of procedures and repre_sentative records, observations,-and ,

interviews with personnel. ,

Based on the results of this inspection, certain of-your activities appeared--

to be in: violation o_f NRC requirements,las specified in the_ enclosed Notice of 4

Violation.(Notice). With respect to Item'A,:the inspectlon:showed that

actions' had been taken :to correct the.. identified violation ~ and'tof prevent 7 ~

,

recurrence, as described in paragraph l',c of the-.enclosedLre' port.; Therefore,- a

no_ response with-respect-to item A-is required!

The results of this inspection also showed that certain other of your'

activities --appeared to be in violation of NRC requirements, as-'specifiedlin-

ltem B-of the enclosed Notice. The violation-involves the failure.to make a-

required report of the violation' identified in Item A of- the Notice.

In addition to those activities discussed above, which are cited in the

enclosed Notice, certain of your other activities appeared to be in violation

of NRC requirements. However, as described in the enclosed inspection report,

you identified these violations. Therefore, the violations will not be

subject to enforcement action because your efforts in identifying and

correcting the violations met the criteria specified in Section VII.B.2 of the

" General Statement of Policy and Procedures for NRC Enforcement Actions,"

(Enforcement Policy, 10 CFR Part 2, Appendix C).

In accordance with 10 CFR 2.790(a) of the Commission's regulations, a copy of

this letter and the enclosures, and your response to this letter will be

placed in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not-

subject to the clearance procedures of the Office of Management and Budget as

requireo by the Paperwork Reduction Act of 1980, PL 96-511.

We will gladly discuss any questions you have concerning this inspection.
