Reference:

TVA letter to NRC dated August 30,1996, "Sequoyah Nuclear Plant (SON) - Units 1 and 2 - Submittal of Fire Protection Report" In accordance with 10 CAR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. In accordance with Generic Letters 86-10 and 88-12, the enclosed license amendment request proposes to: (1) remove License Conditions 2.C(16) for Unit 1 and 2.C(13) for Unit 2 and institute the standard license condition for fire protection, (2) relocate requirements for the fire protection systems from TSs, (3) relocate fire brigade staffing requirements from TS and, (4) add administrative controls to TSs that are consistent with those for other programs implemented by license conditions. Note that this proposed TS change is provided in conjunction with TVA's Fire Protection Report for SON that was provided by the referenced letter.

TS change is provided in Enclosure 2. A proposed determination of no significant hazards conside.'ation performed pursuant to 10 CAR 50.92 is provided in Enclosure 3.

Enclosure 4 provides the revised TS pages as illustrated in Enclosure 1.

Enclosure 5 provides a copy of the Final Safety Analysis Report change that is associated with this amendment request.

TVA requests a 90-day implementation period for this TS change following issuance.

TVA also requests that the proposed TS change be considered as a CBLA (Cost Beneficial Licensee Action) item. The proposed change is expected to save TVA 1

$450,000 over the life of the plant.
