1996 Annual Radiological Environmental Operating Report In accordance with Technical Specification 5.9.4b, attached is the Fort Calhoun Station (FCS)

!- Annual Radiological Environmental Operating Report for year 1996. The data provided is consistent  !

, with the objectives as specified in Section 5 of the Offsite Dose Calculation Manual (ODCM), )

" Radiological Environmental Monitoring Requirements." The report is presented as follows:

1) An introductory discussion of program observations and environmental impact relevant to ,

the operation of FCS and the implementation of the Radiological Environmental Monitoring Program (REMP).

2) The sample class, sample collection frequency, number of sample locations, and the number of samples collected this reporting period for each class are delineated in Table 1.0. i
3) A statistical evaluation of REMP findings is summarized in Table 2.0, in accordance with Regulatory Guide 4.8, Table 1. For each type of sampla medium and analysis, Table 2.0 g exhibits separately all indicator locations, all control (background) locations, and the y location having the highest annual mean result. For each of these classes, Table 2.0 specifies the following:
a. The total number of analyses.

I b. The fraction of analyses yielding detectable results (i.e., results above the highest Lower Limit of Detection (LLD) for this period).

c. The maximum, minimum, and average results.
d. The coordinates in distance in miles and the direction relative to the FCS Reactor Containment Building (radial degrees) are specified for the location with the highest annual mean.
4) Table 3.0 is a listing of missed samples and explanations.
5) Table 4.0 is the Environmental Land Use Survey.
6) Appendix A describes the vendor Environmental Protection Agency Interlaboratory Comparison Program results.
7) Appendix B describes the vendor Data Reporting Conventions utilized.
8) Appendix C reports the information required when primary coolant specific activity has exceeded the limits of Technical Specification 2.1.3.

!I INTRODUCTION Radiological Environmental Monitorine Procram (REMP)- 1996 The following submittal is for the Fort Calhoun Station (FCS) Annual Radiological Environmental Operating Report-1996, representing the perfomtance ofthe Radiological Enviromnental Monitoring i

Program (FWMP). Results of completed sample analyses as required by the FCS Offsite Dose Calculation Manual (ODCM) are presented in the attached tables. Collection of environmental sample media was performed by the Licensee (Omaha Public Power District) and sample analysis jl was performed by contract vendor (Teledyne Brown Engineering--Northbrook, Illinois). Data obtained for the IGMP this reporting period were well within expected ranges and compared favorably to historical trends. None of the media sampled contained radioactivity attributable to the

! operation of the Fort Calhoun Station. The following observations and anomalies were documented during the monitoring period:

1) EtticI - Tritium was detected in the first and second quarter composite samples collected 0.5 miles downstream of the Plant at an analytical LLD of 300 pCi/L (767 109 pCi/L, iE 305
  • 91 pCi/L, respectively). The 40 CFR 141 and ODCM limit for tritium in drinking
E water is 20,000 pCi/L. Plant staff reviewed effluent release data for this period and found

, no abnormalities. Evaluation of tritium analyses data from the nearest downstream mumcipal drinking water intake (Metropolitan Utilities District-Omaha, Nebraska) indicated no detectable levels.

2) Dmimtity - All field dosimetry was collected within the required frequency, however, the 25% allowance for surveillance completion was exercised. In order to return sampling to the
normal schedule, increased sampling was performed resulting in a greater number of dosimeters being analyzed than the minimum required by the ODCM. Deviations due to mitigating circurnstances are allowed by the ODCM for the RI .MP. The effectiveness of the REMP was not reduced as a result.

3) Eish - Several fish species of both commercial and recreational interest were collected and analyzed during this reporting period. The unavailability of certain species during the
g monitoring effort resulted in two substitutions in accordance with the proceduce. If a desired E species cannot be located or if a sufficient numbe of specimens of a desired species cannot be collected, then a species or combination thereof, in a similar feeding class will be included
and/or substituted. FCS is concerned about both protected / endangered species and
unprotected species in the Missouri River and every effort is taken to reduce the amount of

, fish collected of unprotected species and to avoid the known habitat of protected species so they are not disturbed. The fellowing substitutions were perfonned due to mitigating circumstances allowed by the ODCM:

a. For the control location (Missouri River Mile 645.0, Upstream of Plant), two species
were composited because sufficient numbers of specimens fmm the desired species
could not be collected by weight that would yield enough flesh for a representative analysis. The two species combined were Small mouth Buffalo (Ictiobus bubalus) and Goldeye (Hiodon alosoides),
b. For the contro! location, Carp (Cyprinus carpio) was substituted for Gizzard Shad (Dorosoma cepedianum) because suflicient numbers of Shad could not be collected by weight required for a representative analysis.
4. Air - Only one air sampling unit was inoperable during the reporting period for a total downtime of three weeks. One other anomaly was recorded, not relative to a dmyntime event. Observations were as follows:

j a. Onsite Station Unit No. 02, OAP-B-(l),0.6 miles SW of Reactor, was shutdown from 03-27-96 through 04-17-96 due to two failures. Unit malfunctions included "as found" problems with a timer and a flowrneter.

E b. On 12-18-96, a sample filter from Onsite Station Unit No. 03, OAP-C-(I),0.8 miles SE of reactor, was inadvertently lost by the technician when blustery wind conditions I blew the filter out of his hand. The iodine cartridge was collected and analyzed. The concentration for this sample yielded < LLD (0.07 pCi/m 3).

There were no abnonnal observations noted with bottom sediment, food product, and milk sample collection. Sampling was conducted as scheduled.

NOTE: Teledyne's Midwest Laboratory participates in intercomparison studies adaunistered by U.S. EPA Environmental Monitoring Systems laboratory, Las Vegas, Nevada. The results are reported in Appendix A. Also reported are results of International Intercomparison and Teledyne testing of I T1.D's, as well as, in-house spikes, blanks, duplicates and mixed analyte performance evaluation program. Appendix A is updated four times a year; the complete Appendix is included in March, June, September and December monthly progress reports only. Please refer to March, June, September and December progress reports for information.

Teledyne's Midwest Laboratory (formerly Hazleton Environmental Sciences) has participated in ,

interlaboratory comparison (crosscheck) programs since the formulation of it's quality control program in l I December 1971. Rese programs are operated by agencies which supply environmental type samples (e.g.,

milk or water) contaming concentrations of radionuciides know to the issuing agency but not to participant laboratories. The purpose of such a program is to provide an independent check on the laboratory's l

1 I analytical procedures and to alert it to any possible problems.

I Participant laboratories measure the concemration of specified radionuclides and report them to the issuing agency. Several months later, the agency reports the known values to the participant laboratories and specifies control limits. Results consistently higher or lower than the known values or outside the cone.ol limits indicate a need to check the instruments or procedures used.

This progmm is conducted by the U.S. Environmental Protection Agency Intercomparison and Calibration Section, Quality Assurance Branch, Environmental Monitoring and Support laboratory, Las Vegas, Nevada.
