SITE VISIT PLANT NAME: Susquehanna Steam Electric Station, Units 1 and 2 LICENSING STAGE: OL DOCKET NUMBERS: 50-387 & 50-388 The site visit took place on October 17, 1978. I was accompanied by S. Bajwa, EPM,.R. Gallo, NRC resident inspector, personnel from A,rgonne National Laboratory and representativeness of Pennsylvania Power and L;9ht Company (PP&L).

We first drove thrcugh the recreation area to be built by the applicant on the part of the. site located on the floodplain (locations 1.and 2 on the attached map). I inspected the river intake structure (at location 3), which appeared to be largely complete with the exception of the wingwalls that will . extend into the river. The submerged offshore discharge is already in place several hundred feet downstream of the intake. I walked to the river bank opposite its location but was unable to detect evidence of its presence. .

We then drove to the plant. I spent most of my time in and around the spray pond. The concrete lining of the pond appeared to be approximately 3/4 complete, with. concrete still to.be poured at the western end. The spray pond intake. structure appeared.to be.almost complete. The sprays were in various stages of construction. I walked around the pond and observed the spillway on the east side and the drainage channel to the north.of the pond. In the afternoon I observed that channel and the spray pond from the hill north of the pond (location 4). .

OCT 3 1 1379 L. G. Hulman We inspected one c- the settling ponds (at location 5) used .for construction. effluents. The discharge. weir is enclosed in a stilling basin to prevent algea and muck from surface runoff from escaping the pond.

At all locations, color slides were taken to document the observations.

These slides will be retained in the Hydrologic Engineering Section project review file.

In the evening we met with several local officials. The Supervisor of Salem Township informed us that several people had complained.that their well water. changed after PP&L began blasting during construction.

He was not, however, specific as to the changes experienced.

On October 18 we met with representatives of PP&L to discuss the .

questions that we had developed at the environmental acceptance review stage. No major problem areas were identified in hydrology. I stated that I may add a question dealing with possible changes in well water characteristics that may be relate to plant constructi ..
