The purpose of the Committee is to review and/or audit all aspec of plant safet The requirements for the NSARC are set forth in Technical Specification D.l. and the Yankee Rowc Operational Quali Assurancu Manual,Section I The inspector reviewed documentation supporting Committcc findings summarized in meeting minutes to enable him to determine if the NSARC was meeting the above requirements during the interval ,

}by 1974 through April 197 The inspector reviewd (1)a November 25, 1974, memorandum to file from the NSARC Chairman on the subject of NSARC mebbership, and (2) the resumes of all NSARC members. The inspector' reviewed minutes-of meetings conducted on July

' 12 and November 18, 1974, and January 31, 1975. .Those are part of a pro. ram established by.the. licensee to provido senior lf

NSARC'activitics. Since NSARC'is involved in auditing quality

assurance activities directly affecting the plant, this also  :
