Alabama Power Company submitted proposed technical specification changes involving the river water system and the service water building batteries in letters dated December 30, 1982 and February 3,1983, respectively. As discussed with the NRC Staff on June 17, 1983, these proposed changes are needed to prevent a simultaneous shutdown for the sole purpose of performing surveillance testing. In order to expedite NRC review of these issues, which are included with other technical specifications in the referenced letters, Alabama Power Company hereby submits these proposed changes as a separate license amendment request.

The existing river water system surveillance requirement 4.7.5.b requires that every 18 months, during shutdown, the automatic valves be actuated and the ground area around the buried piping be inspected for leak tightness. Since the river water system is shared between Units 1 and 2, the requirement to perform the testing during shutdown necessitates a shutdown of both units. Furthermore, the testing can be performed while both units are operating without affecting the validity of the test or plant operation. The proposed change is to delete the requirement that the testing be done during shutdown.

The service water building battery system is required to be subjected to a performance discharge test every 18 and 60 months, during shutdown. Additionally, the ACTION statement requires that with one train of the D.C. distribution system inoperable, the plant must be shutdown after 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. The proposed change is to footnote'the ACTION statement to allow one D.C. distribution train to be inoperable during the battery discharge tests and to delete the requirement that the test be done during shutdown.

The above testing that necessitates shutdown of both Units 1 and 2 is required to be performed by August 3,1983 for the river water system and December 23, 1983 for the service water building battery system.

Since both of these proposed technical specification changes are administrative in nature, i.e., involve scheduling of the testing and not the surveillance intervals or the validity of the testing, Alabama Power Company requests that NRC approval be granted by July 15, 1983 Due to the administrative nature of this proposed change, a significant hazards consideration, as defined in 10 CFR 50.92, is not involved, and the safe operation of the Farley Nuclear Plant is not jeopardized. Attachment 1 is the proposed Technical Specification changes discussed above. The Plant Operations Review Committee has reviewed this proposed change and the Nuclear Operations Review Board will review this change at a future meeting. As noted by the distribution, a copy of this proposed license amendment is being sent to the Alabama State Designee in accordance with 10 CFR 50.91.

This proposed amendment is designated as Class II for Unit I and Class I for Unit 2 in accordance with 10 CFR 170.22 requirements.

Enclosed is a check for $1,600 to cover the total amount of fees req ui red.

In accordance with 10 CFR 50.30 (c)(1)(1), three signed originals and forty (40) additional copies of the proposed change are enclosed.
