I In accordance with 10 CFR 50.90, we are enclosing a requested amendmont:

to Licensen DPR-77 and DPR-79 to change the TSs of SQN Units 1.and 2._ -

4 The proposed change revises the existing Limit.ing Condition for Operation--

(LCO) 3.p.10'to provide a new applicability statemeni that supports  ;

control' cod latching and unlatching without the 23-foot or greaterf-

.,I refueling water level requirement. Additinnal clarifications to:. .

LC0 3.9.10 have been incorporated into'this TS change.- The associated.

surveillance requirements have been appropriately revised to' reflect' this - -

l change.

The proposed changes will allow the duration of activities for refueling: -j
