" REDUCED REFUELING WA'IED LEVEL FOR CONTROL R0D LATCHING AND UNIATCHING" I
In accordance with 10 CFR 50.90, we are enclosing a requested amendmont:
to Licensen DPR-77 and DPR-79 to change the TSs of SQN Units 1.and 2._
4 The proposed change revises the existing Limit.ing Condition for Operation--
(LCO) 3.p.10'to provide a new applicability statemeni that supports control' cod latching and unlatching without the 23-foot or greaterf-
.,I refueling water level requirement. Additinnal clarifications to:.
LC0 3.9.10 have been incorporated into'this TS change.- The associated.
surveillance requirements have been appropriately revised to' reflect' this -
l change.
The proposed TS chs.nge is identified in Enclosure 1. _The justification ~
for the proposed TS change is provided in Enclosure 2.
A proposed determination et no significant hazards consideration performed pursuant.-
to 10.CFR 50.91 is provided in Enclosure 3.
The proposed changes will allow the duration of activities for refueling:

? operations to1be reduced as well-as a reduction in the complexity of K
-these operations.- Flood up to-23-feet;for fucl movement can be delayed!
L until after control rod drive unlatching and-attachment of the-upper l
~ internals lifting rig-that eliminates an additional drain down and subsequent reflood.
