This request is made under the federal Freedom of Information Act as amended, S U.S.C. 552. This correspondence should be routed to Nuclear Materials Safety Safeguards (1 SS).

I write to request copies of all correspondence of 1984 between Rochester Cas and Electric Corp. and the Nuclear Regulatory Comission regarding 1) shipment routes for irradiated fuel between the former reprocessing plant at West Valley, New York and the Ginna Nuclear Power Plant, 2) dates when the shipments of irra-diated fuel between West Valley and Ginna are expected to begin and the estimated time for their completion, and 3) the type of cask to be used to transport the irradiated fuel during these shipments.

As you know, the FOI Act provides that if portions of a document are exempt from release, the remainder must be segregated and disclosed. Therefore, I will expect you to send me all nonexempt portions of the records which I have requested, and ask that you justify any deletions by reference to specific exemptions of the F01 Act. I, of course, reserve my right to appeal the with-holding or deletion of any information.

The amended Act provides that you may reduce or waive the fees for search and reproduction of materials if it "is in the' public interest because furnishing the information can be considered as primarily benefitting the public".
