Acceptance Review for the LACBWR Partial Site Release Date: Friday, April 24, 2020 11:51:12 AM Good afternoon all, In going through my files to get organized for the next stage of the LACBWR FSSR review and license termination activities, I realized I am delinquent in providing you with an acceptance review /

acknowledgement for the partial site release that will be accomplished once the FSSR review is complete and all other license termination activities have been completed successfully. As always, the acceptance review does not preclude the possibility of RAIs, but does confirm that we have a complete set of information to begin the detailed technical review (which in this case has been underway since last fall). I will capture this email in ADAMS to document the acceptance review, and please let me know if you have questions or need anything additional regarding this action.

By letter dated February 14, 2020 (ML20052D015), LaCrosseSolutions submitted a request for a partial site release for the La Crosse Boiling Water Reactor (LACBWR). This request would remove a portion of the licensed site from the 10 CFR Part 50 license upon completion of decommissioning, including the final status survey (FSS) and license termination activities associated with the areas to be released. The information supporting this request was submitted in three phases of FSS reports, which were received on September 11, 2019, December 13, 2019, and January 28, 2020.

The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that, while there are some areas where further information is needed in the FSS reports, it does provide technical information in sufficient detail to enable the NRC staff to start its detailed technical review and make an independent assessment regarding the acceptability of the proposed partial site release in terms of regulatory requirements and the protection of public health and safety and the environment.

Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
