Attachments: Decommissioning SFP Risk.pdf Christine, Decommissioning SFPs are outside of the scope of IN 2011-05. We considered including them but felt it would not be necessary, as was the case during the B.5.b development effort, due to the long decay times and the focus of the IN on B.5.b/10 CFR 50.54(hh)(2) mitigative measures in place. I've attached the basis for the prior decision from 2005 for your info.

Eric, what we need to determine is whether the spent fuel pools at non-operating reactors should also be evaluating contingencies.

Below are 2 topics for awareness/interface:
- 1. In Rill, we have 3 spent fuel pools at non-operating reactors:
1- Zion decommissioning reactors 2- Lacrosse decommissioning reactor 3- GE Morris wet storage ISFSI Apparently, INPO has issued an advisory to operating reactors in the country with recommendations to verify certain contingencies are in place for the reactors and pools and NRR is issuing a Temp Instruction to have regional inspectors followup on those recommendations.
Since the 3 pools above are not at operating reactors, there are no specific plans in place to do any followup and I believe there should be something done, so I am reaching out to you all to see if this has been discussed in FSME and/or NMSS so far.
- 2. Separately, we have been informed that the Chairman has been invited by the 2 US Senators from Illinois to do a briefing on the safety of the ILreactors and this would likely include some discussion of Zion and GE Morris as well. I have attached that letter. I would again think that NMSS/FSME/RIII will need to coordinate on any preps for this meeting, if, in fact the invitation is accepted by the Chairman.

Dear Chairman Jaczko:
We would appreciate your participation in a public forum on the safety of nuclear energy and nuclear reactors at 1:00 pm on Friday, March 2 5 th at the Everett M. Dirksen U.S. Courthouse in Chicago, Illinois.
The tragic events in Japan following the 9.0 earthquake and subsequent tsunami has renewed attention on the role of nuclear energy in Illinois and the safety precautions and measures in place at Illinois' nine nuclear power plants and stations.
Through this forum, we hope to hear from stakeholders and experts about the safety features at Illinois' nuclear power plants and preparedness for damage incurred by natural disasters such as tornado, earthquakes, and floods. The reactor units at the Quad Cities and Dresden plants are the same design and approximate age of the units in the Fukushima Daiichi plant. Additionally, the Zion nuclear power station has spent nuclear fuel, the biggest concern at Fukushima, along the shores of Lake Michigan. We would liketo highlight any additional protective modifications that may have been taken at the plants after the Three Mile Island accident and the attacks on September11 ', 2001.
The courthouse is located at 219 S. Dearborn Street and the event will be in room 1418 at 1:00 PM. As a {nuclear energy expert}, we would greatly appreciate hearing your opinions and views on the matter and invite you to participate as a presenter. If you are able to participate, please prepare to make a brief oral statement, no more than five minutes, and remain for questions following all panelist presentations. We understand that as the Chairman of the Nuclear Regulatory Commission, your schedule, is very busy and would greatly appreciate the attendance of a professional nuclear scientist for the NRC in lieu of your presence.
