E Document Control Desk Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Mail Stop P1-137 Washington, DC 20555 ULNRC-3079 Gentlemen:

DOCKET NUMBER 50-483 CALLAWAY PLANT RADIOLOGICAL MERGENCY RESPONSE PLAN, REV. 18 The following documents are enclosed:

Callaway Plant Radiological Emergency Response Plan, Rev. 18 EIP-ZZ-00212, Protective Action Recommendations, Rev. 13 EIP-ZZ-01211, PC Based Plume Phase Dose Assessment, Rev. 16 EPCI-94-03, PC Dose Calculation Bases, Rev. 0 EPCI-94-04, Protective Action Recommendation Bases, Rev. 0 EPCI-94-05, Unit Vent Monitor Readings for Site and General Emergencies, Rev. O These revisions to the RERP and associated implementing procedures address the dose assessment aspects of the Notice of Violations for events discussed in Inspection Report 50-483/93014.

Values were changed for unit vent monitor readings used as Group 1 Emergency Action Level indicators for Site and General Emergency. This change resolves the potential overlap problem in Group 1 between Alert and Site Emergency classifications (see ULNRC-3008 dated 4/25/94).

A detailed list of all other RERP changes is included with the plan.

Two copies of the enclosed documents were delivered to the Region III NRC office on September 27, 1994, and a presentation was made to Reactor Support Programs Branch personnel explaining the proposed changes. Implementation is pending NRC approval.
