- 1. An affidavit of Dr. Blackburn was to be included in filings ive his evaluation of the statenents in the made by 9/30/83, affidavits filed 6/30 to g/83 re petition to allow a hearing on need-for-power and alternatives for the Harris plant (under 10 CF7 P.758).
Dr. Blackburn is a former professor and head of the department of, economics at Duke University and former chancellor of that institution.
- 2. Due to the illness of Dr. Blackburn's father fov none months he was unable to resnond to repeated requests by Wells Eddlenan to review the information (which had been mailed to him) and make his own affidavit concerning these matters.
3 Dr. Blackburn has recently conpleted such an affidavit containing his evaluation of the statements in the Eddleman and Reeves affidavits. I have been unable to get it filed uhtil now l due to my own illness of which Judge Kelley is aware. -
l h. The Board has not yet ruled on the petition which Dr.

5 I don't believe that allowing this filing would prejudice h Applicants. or Staff since the petition hasn't been ruled on yet, and l
