OL Motion to Allow Filing of Affidavit of Dr. John O. Blackburn Concerning Wells Eddleman's 2 758 Petition 6: Affidavits Wells Eddleman moves the board to allow filing of the attached affidavit.

In support thereof:

1. An affidavit of Dr. Blackburn was to be included in filings made by 9/30/83, to g/83 re petition to allow a hearing on need-for-ive his evaluation of the statenents in the affidavits filed 6/30 power and alternatives for the Harris plant (under 10 CF7 P.758).

Dr. Blackburn is a former professor and head of the department of, economics at Duke University and former chancellor of that institution.

Due to the illness of Dr. Blackburn's father fov none months he was unable to resnond to repeated requests by Wells Eddlenan to review the information (which had been mailed to him) and make his own affidavit concerning these matters.

3 Dr. Blackburn has recently conpleted such an affidavit containing his evaluation of the statements in the Eddleman and Reeves affidavits.

I have been unable to get it filed uhtil now l

due to my own illness of which Judge Kelley is aware.

The Board has not yet ruled on the petition which Dr.

Blackburn's affidavit is relevant to.

5 I don't believe that allowing this filing would prejudice 8If Applicants. or Staff since the petition hasn't been ruled on yet, and h

l even if Judge Kelley aoproved it, it would have to go before the l

V Commission for further action before any hearing.

I have discussed this motion and the filing of the affidavit l
