- . m I wish to note the July EO,1963 response by t$b#EDu.C. to ne.
I asked to intervene in these hearings and thet Section S.714 (c)t E) opplies to me. The " injury in fact test" and the "rone of interest test".
This meeting is to identify environental areas of concern. Since taxpayers money pays for U.R.C. and not the nuclear utilities, your scope of responsibility cannot end with the safety of the physiccal eree or E.V. 2 but the effect on the taxpcyers in other areas, such as rate structures, poor business judgement, etc. If not in your reslm, then it is your duty to bring it to the attention of the proper governmental body for further action.
Ducuesne L3ght, part of a four way ownership of B.V. 2, ownes 13.74 N. This is 114,451.2 EW of 833,000 EW of B.V.2. Also the estimated cost of 3.1 billiott leaves Duquesne Light with e 425,940,000 plus interest in cenital investmentn Since the N.R.C. has limited the scope of its hearings to the safety copects of B.V.2, the only equasion not addressed is human error and the various degrees of life and. property that could be affected. Can the N.R.C.
identify the type of human error that could cause such results ?
After reading the material describing the factore and rules pertain-ing to B.V.2 and its equipment and the U.R.C. agenda of inspection, it is mind-boggling. 1 can understand most of what 1 read but the more areas of N.R.C. concern also increases the possibility of human error.
About three months ago in Chippewa Township, near Beaver yells, a small sewage treatment plant was completely destroyed by an explosion.
Two men died in this explosion. In the history of sewage treatment plants only a few accidents have occured when a floating cover has blown off or a digester and deposited on the ground. 1 do not think the human error cGusing this explosion will ever be found out.
Nuclear plants do not explode but release radiation that could endanger and harm small or large parts of the population. *1his U.R.C.
cannot ignore this responsibility. It is not enough to just assume part rssponsibility for the physical part of the ulent. ' ill you identify the physical parts of 3.V.2 which would ceuse releases of harmful radiation - to small areas - to larger crees - to very large areas due to human error ? Also cescribe what could hansen in case of a neltdown.
I wish to include trhibits 1 3. xost are copies teken from Enorgy Notebook - Summer 1983. '1his was mailed by vuquesne Lisht to its customers, o.c. Robert u. Perlis, Esq.
