Re: Petition for Intervention on Licensing of Beaver Valley No. 2

Dear Sir:

One of the major thrusts of my complaint is the fact that my home is right under the shadow of the dangers you will create by licensing Beaver Valley No. 2. It is also my contention that you have been misled by the applicant into not understanding how close my home will be to the dangers your permit will create.

Accordingly, I ask that Duquesne Light be directed before the hearing to provide me with a copy of the plan you've equired them to make showing all the structures that will be on the premises after Beaver Valley No. 2 is functioning and the precise location of these structures.

I ask that every member of your visiting group personally be directed to accompany me on a 15 minute tour that will show that the evacuation plan you have established in this area is a fraud which will condemn the people close to the plant to death in case of an accident.

If you really want to know whether your evacuation plan can possibly work, give me 15 minutes of your time and I'll show you the networks of ,

roads that will strangle all evacuation from this plant.

I suggest that every member of your group will be personally responsi-ble for my death and that of my family and of my tenants if you cover up and refuse to look at the fakery involved in the approval of an evacuation plan, that a child could see in 15 minutes, cannot possibly work.

If you pretend that you are checking the consequences of having this plant in your environment and ignore the deadly danger of a fake plan to our lives then I suggest that not only will the government of the United States be civilly liable for your willful disregard of safety of my life but you will have some problems with the criminal law.

Page 2 September 23, 1983 If you refuse to have your panel spend 15 minutes seeing how the evacuation plan cannot possibly work, then you are showing a somewhat casual indifference to the constitutional guaran ees that every citizen has to life and to the duty of the federal government to promote the general welfare instead of propping up an unnecessary, expensive and deadly plant.

I find it amusing that you are going to inspect drinking water wells (e.g., the river bank well in Ohioville Bprough). That's a mile or more from the plant. I have a well in my back yard plus rin open spring and there are 50 wells in Shippingport. What's more, Midland, a short distance

.across the river--1/2 mile downstream gets its drinking water from the river into which Duquesne Light pours radioactive tritium time after time after time, some with your permission and some with accidental spills whenever rad waste tanks are too full to hold them. You do remember that beta radiation is particularly deadly when ingested--swallowed when you take a drink.
