Pleace send me copies of all correspondence between the Nuclear Regulatory Commisnion and Duquesne Light Company regarding an NRC inquiry into a Dec. 24, 1980 memo written by Bal Gupta to Chuck McCullough. The memo pertains to work done by Schneider Inc.,

Schneider Consulting Engineers, or another Schneider affiliate at Beaver Valley Unit 1 or Unit 2 nuclear plants. I would also like copies of any correspondence. between the NRC and Schneider Inc., a Pittsburgh-based company pertaining to the above-mentioned memo. It is my understanding that Region I is currently conducting an inquiry into the matter.

As you know, the FOI Act provides that if portions of a document are exempt from release the remainder must be segregated and disclosed. Therefore, I will expect you to send me all nonexempt portions of the records which I have requested, and ask thac you justify any deletions by reference to specific exemptions of the FOI Act. I reserve the right to appeal your decision to withhold any materials.

I promise to pay reasonable search and duplication fees in connection with this request.

I am a journalist employed by The Pittsburgh Press and intend to use the information I am requesting as the basis for a planned article. Therefore, I ask that you waive all search and duplication fees. If you deny this request, however, and the fees exceed $30, please notify me.

As I am making this request in the capacity of a journalist, and this information is of timely value, I will appreciate your communicating with me by telephone, rather than by mail, if you hav e any questions regarding this request.
