Oyster Creek Generating Station NJPDES Discharge to Surface Water Permit NJ0005550 Removal of Dilution Pumps from Service On September 23, 2002, the Oyster Creek Generating Station dilution plant was secured to allow for maintenance to increase the level of safety during the upcoming refueling outage. The purpose of the maintenance was to increase the reliability of a transformer and associated electrical equipment which tie the Oyster Creek site to the off site grid. At 2:37 AM, the transformer was removed from service for maintenance. De-energizing this transformer removes power to the dilution plant. With no dilution pumps operating, the Discharge Canal temperature at the U.S. Route 9 Bridge rose to approximately 101 'F in one hour. When the water temperature at the Route 9 bridge exceeds 97 'F, as specified in Part IV-B/C.4.A of NJPDES Permit NJ0005550, it is reportable under Part IV-B/C.4.B(1) of that permit. All maintenance on the transformer was terminated and work began immediately to repair the transformer and restore power to the dilution pumps.

The increase in the discharge canal temperature caused a fish kill. The NRC and NJDEP were notified of the fish kill. Concurrently, the clean up of the fish commenced. The transformer was returned to service at 6:39 PM on September 23, 2002. The #3 Dilution Pump was placed in operation at 8:37 PM, and by 9:15 PM, the Route 9 Bridge water temperature had decreased to 970 F. The No.2 Dilution Pump was subsequently returned to operation at 10:14 PM.

The fish were counted, classified, and removed by the end of the day on September 25, 2002. A total of 5838 fish, composed of 23 species, were killed.

C321-02-20289 Page 2 An internal investigation was initiated on Monday, September 23, 2002, to determine the cause of the event. The preliminary results of the investigation have identified possible corrective actions that should prevent recurrence involving both administrative and system modifications.

These corrective actions will be evaluated and implemented as appropriate. The final results of the investigation will be included in the Technical Specification required 30 day report.
