e-s 3- I ALAB-940 stands for two unremarkable propositions, either of which-is sufficient to sustain the result reached by the Appeal Board. The first proposition is that the successful completion of low power' testing is not a prerequisite to the issuance of a full power license.3 The second is that a case for reopening a closed record cannot be manufactured out of a single operating personnel error, which error did not endanger the public health and safety when it occurred and which error is correctable by ,

further training.'

ALAB-940 does not present a case where the Appeal Board resolved a factual issue necessary for decision contrary to the resolution of that same issue by the Licensing Board'.5 And, given the unremarkable nature of the basic propositions which were decided in it, it hardly presents any important question of .

public policy, procedure, or public safety.'
