SUMMARY

OF MEETING HELD ON SEPTEMBER 2, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND NUCLEAR MANAGEMENT COMPANY, LLC (NMC) REPRESENTATIVES TO DISCUSS THE RESULTS OF THE PALISADES NUCLEAR PLANT (PNP) AGING MANAGEMENT PROGRAM (AMP) AND AGING MANAGEMENT REVIEW (AMR) AUDITS On September 2, 2005, the NRC staff met with members of the NMC, LLC (the applicant) in a public meeting to discuss the results of the Palisades Nuclear Plant (PNP) Aging Management Program (AMP) and Aging Management Review (AMR) audits. The application was submitted by letter dated March 22, 2005. The list of attendees is provided in Enclosure 1.

The License Renewal and Environmental Impacts Program, Section B project team conducted a public exit meeting in South Haven, Michigan, to discuss the results of its audit of the PNP license renewal application (LRA). The team audited approximately 83 percent of the AMP and 99 percent of the AMR contained in the PNP LRA. Approximately, 20 members of the public attended the meeting. The public participants raised numerous concerns outside the scope of the audit activities, including (1) spent nuclear fuel dry cask storage, (2) site emergency planning, (3) economic damage, and (4) the potential consequences due to a terrorist attack.

The staff responded to numerous questions and directed the public to other sources of information located on the NRCs Web site. However, many of the issues raised are the subject of proposed contentions contained in a request by intervenors for a hearing on the PNP LRA which are currently under review by the Atomic Safety and Licensing Board Panel (ASLBP). Therefore; the staff was limited in its response and only addressed the LRA process for public participation and other areas outside the scope of the intervenors petition when responding to questions from the public.
