SUMMARY
OF OCTOBER 2, 2024, MEETING WITH HOLTEC DECOMMISSIONING INTERNATIONAL, LLC REGARDING LICENSE AMENDMENT REQUEST TO APPROVE THE BIASI CRITICAL HEAT FLUX CORRELATION FOR USE WITH THE MAIN STEAM LINE BREAK ANALYSIS TO SUPPORT POTENTIAL REAUTHORIZATION OF POWER OPERATIONS AT PALISADES NUCLEAR PLANT (EPID L-2024-LLA-0071)
On October 2, 2024, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Holtec Decommissioning International, LLC (Holtec, the licensee) via webinar. The purpose of this meeting was for the NRC staff to discuss with Holtec representatives questions regarding the NRC staff's review of the Main Steam Line Break Analysis (MSLB) for Palisades Nuclear Plant (Palisades) to support potential restart. The NRC staff is currently reviewing Holtecs request for approval of the BIASI Critical Heat Flux (CHF) Correlation for use with the MSLB analysis at the Palisades. In its request, Holtec would adopt the Framatome topical report (TR) EMF-2310 (P)(A), Revision 1, Supplement 2P-A, Revision 0, SRP [Standard Review Plan] Chapter 15 Non-Loss of Coolant Accident Methodology for Pressurized Water Reactors (Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23109A092) to perform the MSLB analysis.

The NRC staffs questions focused on the following discussion points:
NRC staff would like to confirm whether the same assumptions about the applicability of the fuel types used in the development of the BIASI correlation to Palisades fuel have been previously made with approved CHF correlations used at Palisades.
Multiple assumptions are made in the TR about fuel assemblies however, the NRC staff is interested in the rationale for how the BIASI correlation applies to the Palisades fuel. The NRC staff is interested in knowing whether specific testing has ever been done or is this assumption of application to Palisades a general assumption.
The TR supporting the request contains a brief description and explanation of the CHF correlation. The NRC staff is interested in how CHF correlations has been used at Palisades.
During the discussions with the NRC staff, Holtec and Framatome representatives addressed the NRC staffs questions.
