Dear Mr. Taylor:

In accordance with the Federal Emergency Management Agency (FEMA)

Rule 44 CFR 350, the State of Alabama originally submitted its State and associated local plans for_ radiological emergencies related to the Browns Ferry Nuclear Power Plant to the Regional Director of FEMA _ Region IV for review and approval on August 30, ]=

1982. Tha Regional Director completed and forwarded his evaluation of the Alabama State and local plans to FEMA Headquartert for review and approval on May 9, 1983, .in accordance Uith Section 350.11 of the FEMA Rule. Subsequent to

- the , Region's original evaluation, several planning issues were

> raised which resulted in FEMA requesting that the' State of

-Alabama revise the offsite plans to address the-' issues. The State submitted an entirely new plan to FEMA Region IV for review and approval on February 10, if99. The-Regional Director  ;

forwarded a second evaluation to FEMA Headquarters for review and 1 approval on August 18, 1989. Include-t-in this evaluation was a review of the full-participation exercise conducted on November 4, 1987, as well as a report of the public meeting- held on September 8, 1981, which explained the site-specific aspects of the State of Alabama and local plans. 3 Based on . an overall evaluation, I find and determine that the j State and local radiological emergency response plans and j preparedness for the Browns Ferry Nuclear Power Plant are i adequate to protect the health and safety of the public in that there is reasonable assurance that appropriate protective measures can be taken offsite in the event of a radiological emergency at the site. This approval, however, is conditional upon FEMA's verification. of the adequacy of the Browns -Ferry alert and-notification system, now installed and operational, in accordance with the criteria of NUREG-0654/ FEMA-REP-1, Rev. 1, Appendix 3; and FEMA REP-10, the " Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants".
