Dear Mr. Davis:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Fermi 2 Power Plant.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. James W. Davis, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC will administer the written examinations and operating tests in accordance with Revision 9, Supplement I, of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, during the week of August 30, 2010. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. If you determine that this examination is not appropriate for licensing operators at your facility, please contact me at 630-829-9707, Please contact your Chief Examiner, Mr. David Reeser, at 630-829-9859, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination andlor operating test) specified for each applicant .

Dear Mr. Davis:

In a letter dated July 27, 2009 (NRC-09-0047), your staff notified us that the number of applicants scheduled to take the Initial License Examination scheduled for the weeks of August 23 and August 30, 201 0, had declined below nine applicants. In that letter you requested that the initial license examination be administered during the week of ind the examination validation week be conducted during the week of HUYUSL 9, 201". d e have adjusted our schedule to comply with your request and the examination and validation of the examination will occur during the weeks you have requested.

In addition to the August 30, 2010, examination, you are scheduled to have an initial license examination during the weeks of March 19 and March 26, 2012, and another examination during the weeks of September 2 and September 9, 2013. In the unlikely event that we are unable to support these examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations at a mutually acceptable date.

We understand that our staff will develop the August 2010 examination and your staff will develop the examination scheduled in 2012 and 2013 unless we discover the need for the NRC to develop an examination. Please inform us if the number of candidates declines below ten for the 2012 or 2013 examinations as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover you need to change the scheduled date for any examination.

A supplementary letter will be sent to the training department manager approximately 120 days prior to each initial examination. The letter will provide the training staff the chief examiner's name, an outline of examination security expectations, and a list the materials required by the NRC to conduct the examination. The letter will reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. Dell McNeil of my staff at 630-829-9737.

Dear Mr. Davis:

In a telephone conversation on January 11,2010, between Mr. David Reeser, Operations Engineer, of the U. S. Nuclear Regulatory Commission (NRC) and Mr. Timothy Barrett, Fermi Operations Training Supervisor, arrangements were made for the administration of licensing examinations at the Fermi Power Plant, Unit 2, during the week of August 30, 2010. A member of my staff will be in contact with your facility to make final arrangements for a visit to your facility, in March or April of 2010, to utilize the plant specific simulator for development of the operating test. In addition, the NRC will make an examination validation visit to your facility the week of August 9,2010.

It is our understanding that the number of applicants, to be examined, has changed from 12 to 7 applicants, 3 for reactor operator licenses and 4 for senior reactor operator (direct) licenses.

Please inform us if the number or type of applicants has changed.

As agreed during the telephone conversation, the staff of the U. S. Nuclear Regulatory Commission (NRC) will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." Your staff will be given the opportunity to review the examinations during the week of August 9,2010, To meet the above schedule, it will be necessary for your staff to furnish the reference materials identified in Attachment 3 to ES-201 by February 12, 2010. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

Davis 2 In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402,and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E to NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OM6 approval number 3150-0024),

and waiver requests (if any) (OM6 approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

Request to Revise Initial Licensed Operator Examination Dates This letter formalizes communications between Mr. Scott Schmus of the Fermi 2 training staff and Mr. Dell McNeil of NRC Region I11 regarding the scheduling of initial licensed operator examinations at Fermi 2. Specifically, this letter is to inform the NRC of the need to revise the previously proposed examination date for the initial operator license examination scheduled to take place during the two week period of August 23, and August 30,2010 (Reference 2).

Due to the size of the initial licensed operator class being less than ten candidates, Detroit Edison no longer requires two weeks for administration of its 2010 NRC examination and requests that it be administered during the week of August 30, 2010. Additionally, Detroit Edison requests that the on-site validation of this examination, by the NRC, be conducted during the week of August 9,2010.

In a letter dated May 2, 2008 (NRC-08-0029), and a in a subsequent letter dated August 5, 2008, your staff provided a response to NRC Regulatory Issue Summary 2008-16, Preparation and Scheduling of Operator Licensing Examinations. Your staff requested initial license examinations in March 2009, August 2010, February 2012, and September 2013.

We have tentatively scheduled examinations for the following weeks: March 16, 2009, March 19, 2012, and September 2, 2013. We were not able to provide an examination on the primary date or the alternate date for the February 2012 examination. The examination is scheduled to occur one week after the alternate date proposed by your staff.

On-site validation of the examinations will occur approximately three weeks prior to the start of the examination. In the unlikely event that we are unable to support these examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations at a mutually acceptable date.

We understand that your staff will develop the examinations unless we discover the need for the NRC to develop the examination. The March 2009 examination was scheduled for one week, while the 2010,2012, and 201 3 examinations were scheduled for two weeks because the number of candidates was greater than nine. Please inform us if the number of candidates declines below ten for any of these examinations as this will impact the examination schedule.

Detroit Edison requests that an examination be administered with a primary date during the week of August 23,2010. If this date is not available, then an alternate date during the week of November 1, 2010 is requested. Please note that Refueling Outage 14 (RF14) at Fermi 2 is currently scheduled from September 25,2010 to October 25,2010. Therefore, Detroit Edison requests that if the alternate date is chosen as the exam date, that examination validation be conducted prior to the week of September 13,2010. This will ensure that adequate resources are available from the operations and training departments for the validation process before RF 14 begins.
