REGARDING LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENTS RELATING TO EMERGENCY DIESEL GENERATOR VOLTAGE AND FREQUENCY (EPID L-2022-LLA-0188)
Dear Mr. Dietrich:
By letter dated December 16, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22350A504), DTE Electric Company (DTE, the licensee) submitted a license amendment request (LAR) for Fermi 2, regarding changes to Technical Specification (TS) 3.8.1, AC Sources - Operating. Specifically, the LAR proposes to revise Surveillance Requirements 3.8.1.2, 3.8.1.7, 3.8.1.10, 3.8.1.11, 3.8.1.14, and 3.8.1.17, by revising the steady-state voltage and frequency acceptance criteria for each emergency diesel generator.
To support its review of the LAR, the U.S. Nuclear Regulatory Commission staff conducted a regulatory audit through an internet portal established by DTE. The audit was conducted from March 6, 2023, to April 12, 2023. A summary of the regulatory audit is enclosed.

REGARDING LICENSE AMENDMENT REQUEST TO REVISE FERMI 2 TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENTS RELATING TO EMERGENCY DIESEL GENERATOR VOLTAGE AND FREQUENCY DOCKET NO. 50-341
1.0 BACKGROUND
By letter dated December 16, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22350A504), DTE Electric Company (DTE, the licensee) submitted a license amendment request (LAR) for changes to Fermi 2 Technical Specification (TS) 3.8.1, AC [alternating current] Sources - Operating. Specifically, the LAR proposes to revise Surveillance Requirements (SRs) 3.8.1.2, 3.8.1.7, 3.8.1.10, 3.8.1.11, 3.8.1.14, and 3.8.1.17, by revising the steady-state voltage and frequency acceptance criteria for each emergency diesel generator (EDG).
An audit plan was issued by the U.S. Nuclear Regulatory Commission (NRC) staff by letter dated February 24, 2023 (ML22325A299). The scope of the audit was to gain a better understanding of the LAR, to verify information provided and to identify any information that may require docketing to support the basis of the NRC staffs licensing decision. The NRC staff performed an audit of the calculations referenced in the LAR and additional calculations later requested during audit via an internet-based portal.
2.0 AUDIT DATES AND LOCATION The regulatory audit was conducted via online portal (i.e., eDocs web portal) established by DTE from March 6, 2023, to April 12, 2023.
3.0 AUDIT TEAM MEMBERS The NRC audit team members consisted of:

No documents were removed or copied that were made available to the audit team.
5.0 AUDIT ACTIVITIES The audit was conducted by reviewing the relevant portions of calculations listed in section 4.0 via online portal. Aside from verifying that the documents requested by the staff were accessible on the portal, there were no person-to-person interactions between the audit team and the licensee. The focus of the audit was to gain a better understanding, to verify information provided, and to identify information in the LAR that may require docketing to support the basis of the NRC staffs licensing decision.
The NRC staff verified that the information provided in the LAR agreed with the information provided in the calculations/analyses on the internet-based portal. Based on the review of the calculations/analyses performed in support of the changes requested in the LAR, the NRC staff identified and issued a request for additional information by e-mail dated April 25, 2023 (ML23115A145).
There were no deviations from the audit plan except that the audit duration was extended due to the issues with the uploading of the calculations. No regulatory decisions were made during the audit.
6.0 EXIT BRIEFING The audit was performed via online portal and there were no person-to-person interactions between the audit team and the licensee. Therefore, there was no need for a formal exit briefing.
