South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Security Personnel Training and Qualification Plan Revision 1 Please find enclosed five (5) copies of Houston Lighting & Power Company's (HL&P) responses to comments concerning the South Texas Project Security Person-nel Training and Qualification Plan. These comments were transmitted to HL&P in a letter from Mr. Frank J. Miraglia to Mr. G. W. Oprea, Jr. , dated January 18, 1982.

As a result of these comments, we have revised the South Texas Project Security Personnel Training and Qualification Plan. Five (5) copies of the Plan, Revision 1, are enclosed to replace the initial submittal of the plan in its entirety.

The enclosures contain material of a sensitive nature and should be with-held from public disclosure in accordance with 10 CFR 73.21. You are requested to dispose of the initial submittal of the South Texas Project Security Person-nel Training and Qualification Plan in accordance with appropriate safeguards procedures.
